Just saw your application to the BC Learning Center and approved it so that should help. If you have issues after going through there let us know.
Check your device manager and be sure that is the port the machine is using. Have you used the machine at all? You can "hand select" the port so change it if something different shows up on the device manager - and/or try a different port.
When you say it wont cut, do you get an error on the screen, does it say it cant find it, or what?
