I am trying to cut an SVG file but don't want the whole picture how do I just use part of the picture and move parts around

It's hard to say without seeing the design, but select all and then go to Object>ungroup. Each color should then appear in a layer. Close the eyes on the layers you don't want to cut. (they will disappear from the screen until you open the eyes again.) You can also move the parts around once you ungroup.
