Proportion Button

I'm having an issue with the "Keep Proportions" on the Properties bar. It's checked yet when I resize the image, it does not keep proportions. Has anyone else had this issue and if so, what is the solution? I know that it always worked for me in SCAL2.

Have you checked your preferences?

With the "keep proportions as default" box checked, my proportions are constrained unless I uncheck the box on the properties menu.
