Shadow layer in Inkscape?

Is there a way to create a shadow layer in Inkscape? I have tried Extensions>Generate from Path>Inset/Outset Halo, but I'm either not doing something right, or it isn't working. I get the same size image, but in different "colors". I want to create a shadow layer for my image, as a "mat" around the image. I can take it into MTC and create it easily there, but I would like to be able to do it all in Inkscape if possible. Just making it larger doesn't always work.

then either Path/Outset repeated as many times as necessary
or Path/Dynamic offset

YEA - finally an inkscape question I can answer!!

At first I thought you meant just adding a layer to the design but then realized you are just talking about the larger shadow outline. So.....
If you just want to create a larger outline, click on Path outset (I think it's just control ) to make it larger and control ( to make it smaller.

If you are looking for something else, holler. That's how I do it and it's easy!
