That looks awesome!! I wish I could find an excuse to make something similar!

Regarding large cuts with signcut, whatever the size of your image in inkscape is how large the final cut will be. However, you do need to make sure you have the signcut pro edition if you want things to be more than 24 inches long. I think the craft edition has a 24 inch length limit.

When doing large cuts, I do step by step cutting, just because it is a little less opportunity for skewing and if there is an error in cutting, less vinyl ends up being wasted.
