A word about CS 5 and the signcut combination - I am not sure if the situation had been changed, but I found that for whatever reason, CS 5 broke with all prior CS versions, and you cannot send the image out to signcut directly. You would actually need a backwards version of CS to do this. However, it has been quite some time since I last tried this, and I have not checked whether or not corel ever updated CS5 at all. I have since, actually, switched to inkscape as I like it more and understand more with inkscape than I do with corel. I will try looking at CS5 again in the near future, I had been away from lots of cutting due to an obsession with quilting. This is a problem on the CS side, not signcut. Corel completely broke things in 5.
Insofar as cutting, this machine is really great. Your boss has to be prepared though, that everything new has a learning curve. If he has a type A personality that everything has to be done yesterday, that kind of pressure doesn't help with a new machine in hand. If he is prepared that there will be a necessary adaptation period so that the operator can understand how the machine works, the machine will probably be a good fit.
As to the foam question, I have no idea as I have not cut foam.

UPDATE: I just found out that Corel has come out with version 6. So you might want to explore whether or not this version fixes what 5 broke in terms of playing nice with signcut.
New owner of an 18" cougar and the gazelle...still a newbie at the cougar and will soon explore it............
